​NRECA, along with seven cooperative groups in Puerto Rico, filed comments with the Puerto Rico Energy Bureau on its proposed rules that will govern the organization and regulation of its electric cooperatives. Our comments highlight the self-regulating nature of electric cooperatives and therefore electric cooperatives should be subject to much lighter regulation by the Bureau than other entities.
