Phase 1 (Baseline Project 11-136) developed a load model identification methodology for CVR on utility feeders. This follow-up project set forth to develop a software-based module for investigating the impact of voltage reduction using time / voltage / active / reactive power measurement data. It was discovered that the UKF method developed in phase 1 is not sufficiently robust in the light of validation testing for use in research or application tools and established that there is currently no identified methodology for developing a tool of the type originally planned. A data (voltage/power) chatter approach, however, does appear robust enough to be useful, but requires expert filtering to obtain reasonable results.
