Electric cooperatives depend on FEMA's Public Assistance Program to help finance the restoration of electric power to consumer-members after presidentially declared disasters, including floods, fires, hurricanes, tornadoes and ice storms.
Disasters can have a disproportionate impact on electric co-ops, due in large part to small communities having to share the cost of recovery. Without this assistance to help manage storm response expenses and ensure smooth recoveries from natural disasters, many co-op consumer-members living in disaster-stricken areas would face significantly higher electric rates.
NRECA has compiled FEMA Public Assistance Program resources to help co-ops navigate the process to apply for federal assistance.

When disaster strikes, electric cooperatives are regularly on the front lines working to restore power in some of the hardest-hit areas. FEMA is a critical partner in these efforts. Reforming FEMA into a stronger, more responsive agency will help strengthen rural resilience, protect taxpayer dollars and ensure essential services are restored as quickly as possible after a disaster.
We need your voice to ensure your members of Congress understand how critical it is to reform FEMA into a stronger, more responsive agency by passing the FEMA Act of 2025.
Click here to urge your member of Congress to fix FEMA for electric co-ops.
