​NRECA filed a protest with the Federal Energy Regulatory Commission (FERC) in response to a complaint brought by three generating companies on the Minimum Offer Price Rule (MOPR) used in PJM's capacity market. The complaint brought by these companies asks FERC to require PJM to change its MOPR so that it applies to all capacity resources receiving material subsidies with no exemptions. NRECA is concerned such changes could result in the MOPR applying (1) to existing resources in addition to new resources (as under the current rule), and (2) it would not include a self-supply exemption - which could interfere with cooperatives' ability to self-supply capacity resources to meet PJM resource adequacy requirements.
