​​NRECA provides this summary of the May 17, 2023, Treasury Department's final “Supplemental Broadband Guidance" applicable to broadband projects funded through State and Local Fiscal Recovery Fund (SLFRF) or Capital Projects Fund (CPF) awards. Several changes specifically recommended by NRECA were incorporated into the final Guidance, including broadening the definition of ISP, clarifying that prior incurred costs may be reimbursable and that revenue from fiber IRUs and leases is not “program income." ​
