​​​​​On December 22, NRECA sent a letter to National Telecommunications and Information Administration (NTIA) Administrator Alan Davidson to share concerns about some provisions being considered or proposed in initial state broadband plans required for BEAD. Th​e concerns include requiring subgrantees to offer a low-cost service plan at the $30 ACP subsidy rate, and implementation of punitive, discriminatory pole attachment rules. NRECA called on NTIA to reject any state plans that include such provisions.​
