On December 22, NRECA
sent a letter to National Telecommunications and Information Administration
(NTIA) Administrator Alan Davidson to share concerns about some provisions
being considered or proposed in initial state broadband plans required for
BEAD. The concerns include requiring subgrantees to offer a low-cost
service plan at the $30 ACP subsidy rate, and implementation of punitive,
discriminatory pole attachment rules. NRECA called on NTIA to
reject any state plans that include such provisions.
