​NRECA filed a letter with the White House Office of Management and Budget (OMB) urging the agency to quickly clarify its position with regard to the applicability of the Build America Buy America Act (BABA) to for-profit entities. OMB's current position in agency guidance issued last year exempting for-profit entities has created confusion, added ambiguity into the grant application process, and puts electric cooperatives on an unequal footing with for-profit entities when applying for competitive federal grant programs.​
