NRECA urged the White House Council on Environmental Quality to withdraw its National Environmental Policy Act Phase 2 proposed rule in comments submitted Sept. 29, 2023. NRECA believes the new rule will jeopardize affordable, reliable, safe electricity by complicating and slowing federal environmental reviews for essential electric infrastructure projects and increasing litigation risk.
