This report provides GDS’ assessment of the applicability of the DOE’s UMP M&V methods to small utilities such as electric distribution cooperatives and the impacts on co-ops if they were to adopt the UMP primary methods for their energy efficiency programs. The report also discusses alternative M&V methods for energy savings that may be more feasible for co-ops.
