​NRECA filed initial testimony in the Federal Energy Regulatory Commission (FERC) proceeding of Calpine v. PJM Interconnection, which will consider FERC's proposals for modifying the PJM capacity market. NRECA argues that load-serving entity (LSE) self-supplied resources are different from state-subsized resources and should not be suject to PJM's Minimum Offer Price Rule (MOPR) or, alternatively, should be exempted from the MOPR. NRECA subsequently filed a reply submission in this proceeding on November 6, 2018. NRECA supports PJM's proposal for a categorical "self-supply exemption" from the expanded MOPR for capacity resources from "public power entities."
