​NRECA filed comments with the Federal Communications Commission (FCC) on potential rule changes to make spectrum more available for small carriers and in the rural market. We urged the FCC to adopt policies that will make it easier for small providers to obtain spectrum at auction by establishing smaller license bidding areas and small entity bidding credits. We also urged the agency to establish rules by which holders of large spectrum licenses can sell or lease on a secondary market the rural areas of the license in which they have not and do not plan to build out their network.FULL FILING
