​The Avian Power Line Interaction Committee (APLIC), which includes NRECA as a member, submitted comments to the U.S. Fish and Wildlife Service (FWS) in response to a request for information associated with federal fish and wildlife permit applications and reports for migratory birds and eagles, specifically the time and cost burden for applicants. APLIC raised concerns that the cost approach set out in the information request significantly underestimates the true costs and hourly burden, and future regulations will be based on flawed data. The Energy and Wildlife Action Coalition (EWAC), which also includes NRECA as a member, submitted comments in the same docket in April 2017 and July 2017 expressing concerns about the time and cost burden posed by applicants seeking eagle permits.
