NRECA, as part of a group of rural electric cooperatives, filed comments with the Federal Communications Commission (FCC) on its public notice concerning performance measures for services supported by the Connect America Fund (CAF). The comments reflect support for rigorous performance measures that will ensure compliance with CAF requirements and will help guard against waste, fraud and abuse of finite universal service resources. As part of the group, NRECA urges the FCC to adopt its original proposal and require speed testing during peak times.
