This report looks at the “merchant transmission” business model and merchant projects, which have emerged as a viable alternative to
the traditional incumbent utility business model that relied on the local power company to plan
for and invest in needed transmission that would be incorporated in the utility’s rate base and
whose costs would be recovered through regulator-approved tariffs from wholesale and retail
transmission customers
