​This report focuses on the changes in the electric transmission business sector since the Federal Energy Regulatory Commission (FERC) issued Order No. 1000 (Order 1000) in 2010. It concentrates on the jurisdictional RTOs’ compliance with the transformational rules and the results of that compliance in terms of transmission investment by independent developers in particular.
