Description

Electrical utilities are under increasing pressure to perform under a wide range of non-utility triggered events including natural events, such as extreme weather and flooding, as well as human-induced events such as physical and cyber-attacks. This report reviews the current understanding of the risks faced by utility substation infrastructure, examines ongoing risk management initiatives and proposes mitigation measures to address non-utility triggered events. A guide for the development of an Emergency Restoration Plan is also included.

New research into electro-magnetic pulse and geomagnetic disturbances has demonstrated an exposure to risks not previously considered.
