​On Friday, June 6, 2025, the National Telecommunications and Information Administration (NTIA) released a Restructuring Policy Notice for the Broadband Equity, Access, and Deployment (BEAD) Program.

The Policy Notice made several key changes to the BEAD program, including adopting a “technology neutral” approach and eliminating the technology preference for fiber. The Notice also rescinds all preliminary and provisional sub-award selections and makes revisions to the scoring criteria previously outlined by the BEAD Notice of Funding Opportunity (NOFO) to refocus on minimizing the cost to deployment and removing non-statutory requirements for participation.
