The Transmission Access Policy Study Group (TAPS) seeks a strategic and experienced energy industry leader to serve as its next Executive Director.
TAPS is a national association representing 31 transmission-dependent electric utilities operating in 39 states. TAPS advocates for policies that promote open and non-discriminatory transmission access, competitive wholesale electricity markets, and risk-based regulation. The organization works closely with members, federal policymakers, regulators, and industry organizations to advance the interests of transmission-dependent utilities.
Reporting directly to the TAPS Board of Directors, the Executive Director serves as the organization's chief executive and primary spokesperson, providing strategic leadership, policy advocacy, stakeholder engagement, and organizational management.
Position Type: Remote, part-time contract engagement with periodic travel.
Key Responsibilities
- Develop consensus among TAPS members on policy positions and strategic priorities.
- Lead advocacy efforts before Congress, the Federal Energy Regulatory Commission (FERC), the North American Electric Reliability Corporation (NERC), and other policymakers and stakeholders.
- Serve as TAPS' primary spokesperson on transmission, wholesale market, and regulatory policy issues.
- Oversee consultants, legal counsel, lobbyists, and service providers to ensure effective and cost-efficient support of TAPS initiatives.
- Develop and manage annual budgets and organizational resources.
- Strengthen member engagement and support membership growth.
- Lead communications and outreach efforts to increase TAPS' visibility and influence.
- Coordinate with APPA and other industry organizations to advance shared objectives and avoid duplication of efforts.
- Plan and execute member meetings, conferences, and policy-focused events.
Required Qualifications
- Bachelor's degree from an accredited institution.
- Ten (10) or more years of progressively responsible experience in the electric utility industry, energy policy, government affairs, regulatory affairs, public power, or a closely related field.
- Demonstrated knowledge of electric transmission policy, wholesale electricity markets, utility regulation, and federal energy policy.
- Experience working with Congress, FERC, NERC, DOE, or other energy-sector regulatory and policy organizations.
- Strong leadership, strategic planning, communication, and consensus-building skills.
- Experience managing budgets, consultants, contractors, or professional service providers.
Preferred Qualifications
- Experience representing utilities, public power entities, transmission-dependent utilities, or energy trade associations.
- Existing relationships within federal energy policy, regulatory, and legislative communities.
- Experience presenting or testifying before regulatory agencies, legislative bodies, or industry forums.
