​NRECA filed comments with the U.S. Environmental Protection Agency (EPA) on EPA's proposal for new source performance standards for carbon dioxide (CO2) for new and modified coal-fired power plants under Section 111(b) of the Clean Air Act. Our comments are generally supportive of the proposal to define the best system of emission reduction (BSER) for these generating units, which identifies supercritical steam cycle generation for large units and subcritical steam cycle generation for small units as BSER.
