​NRECA filed comments with the U.S. Fish and Wildlife Service (USFWS) in response to a request for public input on how it could revise its mitigation policies. NRECA recommends that the USFWS remove all references to the “net conservation gain” mitigation planning tool, and to broaden its review of the mitigation policies and reconsider other main components of the policies, such as landscape-scale approach and advance mitigation.
