​​The U.S. Federal Energy Regulatory Commission (FERC) issued Order 2222 in 2020, directing the RTOs/ISOs to amend their tariffs to allow third-party aggregations of distributed energy resources (DER) located on the distribution system or behind the meter to participate in the wholesale markets. This slide deck reviews the basics of FERC Order 2222, the order's small utility “opt-in," issues for cooperatives to consider, and summaries of implementation to date by the RTOs/ISOs.​
