Project Guardian – 617A is a cooperative agreement between NRECA Research and the Department of Energy’s (DOE) Office of Cybersecurity, Energy Security, and Emergency Response (CESER) funded under the Rural and Municipal Utility Advanced Cybersecurity Grant and Technical Assistance (RMUC) Program.
This agreement provides $4M of funding over a five-year period of time (May 1, 2024 to April 30, 2029). The project name is based on the idea that our rural utilities (Guardians), working together, can guard against cybersecurity threats. “617A” is a hexadecimal reference – 61 represents “A” and 7A represents “Z” – or A-Z. This signifies that the project is for all rural utilities, and our goal is to make sure that no utility is left behind.

As part of this project, NRECA Research will be working with a Working Group of utilities based on small (under 10,000 meters), medium (10,001-50,000 meters), larger (over 50,001 meters) and a few G&Ts to represent the variety of stakeholders in our membership. This Working Group will be responsible for ensuring that the programming developed under this project hits the priorities and program goals, while also providing feedback from rural utilities on the overall effectiveness of the project.
