​Utility Scale PV Systems can provide ancillary services to utility markets, according to a CAISO (California Independent System Operator) report released in January 2017. The report, titled "Using Renewables to Operate a Low-Carbon Grid1", describes a test intended to "determine if renewable resources could provide operating characteristics similar to a conventional resource."
