​​​​​​​​​​​​The recent fundamental transformation of the electric grid from a passive, unidirectional system to a more active, distributed, and bidirectional system is creating operational challenges that require co‑ops to rethink how they plan, protect, and control their systems.

This report examines the key protection and control (PAC) challenges that electric co-ops are facing today, along with the technologies currently available in the co-op space. It evaluates the limitations of existing PAC systems, outlines practical application scenarios specific to co-op operations, and reviews the relevant standards that guide protection and control practices. The report also presents strategic approaches co-ops can adopt using their existing infrastructure and concludes with a comprehensive PAC implementation roadmap to support modernization and long-term system resilience.
